Add NO_COLOR support (#1716)

deno 에서는 환경변수 값을 확인하기 위해서 --allow-env flag를 사용해야 하는데 flag를 사용하지 않고 NO_COLOR 값을 확인하기 위해서 deno.noColor을 추가한 거 같다.
